Bottom-up estimating is the most accurate technique when performed rigorously. Because the people who will do the work provide the estimates, buy-in and accountability improve. Limitations
The technique is time-consuming and resource-intensive. Preparing a detailed WBS and collecting individual estimates from team members requires significant effort, which may not be justified for small projects or early feasibility phases. There is also a risk of individual optimism bias — each estimator assumes best-case conditions — which accumulates into a substantially under-estimated total if not corrected through review or contingency analysis.

Limitations
