The Make-or-Buy Decisions workbook records, item by item, whether the project makes or buys and the analysis behind it. It rates urgency and impact (the priority is the product of the two), compares the cost and conditions of making and buying, and, for what is bought, records the contract type (fixed-price, cost-reimbursable or time-and-materials), the document used (RFI, RFP, RFQ or contract) and its status. The decision feeds the sourcing strategy and the cost estimates.

How to Use This Make-or-Buy Decisions Template (PMBOK 8)
- List the items (use the WBS code) and rate urgency and impact: the priority is the product of the two.
- In the Analysis tab, compare the cost and conditions of making and buying.
- Return to the Decisions tab: choose Make, Buy or Mixed, write the rationale and, if buying, the contract type.
- For what is bought, indicate the document (RFI, RFP, RFQ or contract) and track the status.
- The first row of each tab is an example: delete it.
