A team performance assessments template provides a structured format for the project management team to formally evaluate the effectiveness of team development efforts and identify specific training, coaching, or changes needed to improve overall project performance. According to the Project Management Institute (PMI), team performance assessments are a specific output of the Lead the Team process in the Resources Performance Domain of PMBOK 8. As development efforts such as training, team building, and colocation are implemented, formal or informal assessments determine whether those efforts are producing the intended performance improvements.

What are Team Performance Assessments?

In PMBOK 8, team performance assessments are formal or informal evaluations that the project management team conducts as project team development efforts are implemented. Effective team development strategies and activities are expected to increase the team's performance, which increases the likelihood of meeting project objectives. The evaluation of a team's effectiveness may include indicators such as improvements in skills that allow individuals to perform assignments more effectively, improvements in competencies that help team members perform better as a team, reduced staff turnover rate, and increased team cohesiveness where team members share information and experiences openly and help one another to improve the overall project performance. The assessment results identify the specific training, coaching, mentoring, assistance, or changes required to further improve team performance.

What's Included in This Team Performance Assessments Template?

  • Assessment Period and Scope - The time period covered by the assessment, the team or team segment being evaluated, and the development activities whose effectiveness is being measured.
  • Individual Skill Development - Evaluation of how individual team members have improved in the technical and project management skills required for their assigned work, with ratings relative to the competency requirements in the resource management plan.
  • Team Competency Development - Assessment of improvements in team-level capabilities such as cross-functional collaboration, knowledge sharing, conflict resolution, and collective problem-solving.
  • Behavioral and Cultural Indicators - Observations on team cohesiveness, open communication, shared ownership, and adherence to the values and operating guidelines established in the team charter.
  • Performance Metrics - Quantitative indicators such as quality of deliverables, rework rate, velocity (in adaptive approaches), and on-time task completion that reflect the team's collective output quality.
  • Staff Stability - Assessment of team turnover, unplanned absences, and assignment changes that affect continuity and institutional knowledge retention.
  • Development Recommendations - Specific actions recommended to address identified gaps, including training courses, mentoring assignments, team building activities, or process changes, with target dates and responsible parties.

How to Use This Team Performance Assessments Template (PMBOK 8)

  1. Establish a performance baseline at project start - Before assessing improvement, document the current skill and competency levels of team members in the resource management plan. Assessments measure change from this baseline.
  2. Conduct assessments after each major development effort - Complete a team performance assessment after training sessions, team building events, or major phase completions to measure whether the development investment produced improvement.
  3. Combine formal and informal assessment methods - Structured reviews, retrospectives, peer feedback, and direct observation all provide valid data. Use multiple methods to avoid bias and get a complete picture of team performance.
  4. Link assessment results to specific actions - An assessment that identifies gaps but does not produce specific corrective actions has limited value. Every identified gap should have a named owner, a recommended intervention, and a follow-up date.
  5. Respect team psychological safety - Assessment processes that feel punitive reduce openness and honest reporting. Frame assessments as development tools, not performance reviews, and ensure confidentiality where appropriate.
  6. Archive assessment results for lessons learned - Patterns in team performance across project phases reveal organizational development needs that should be captured in the lessons learned register and shared with the PMO.

When to Create This Document (PMBOK 8)

Team performance assessments are created as specific outputs of the Lead the Team process, which is performed throughout the project during the Executing Focus Area. In PMBOK 8, assessments should be conducted periodically — not just at the end of the project — so that development interventions can be applied while the project is still ongoing. The frequency of formal assessments is established in the resource management plan, while informal assessments occur continuously as the project manager observes team dynamics and individual performance during day-to-day project work.
