A scope management plan template is a component of the project management plan that describes how the project scope will be defined, developed, monitored, controlled, and validated. According to the Project Management Institute (PMI), the scope management plan is a key output of the Plan Scope Management process in PMBOK 8 and establishes the governance framework for all scope-related decisions on the project. Without a scope management plan, scope creep — the uncontrolled expansion of project scope — is almost inevitable, as there is no agreed process for evaluating and approving scope changes.

What is a Scope Management Plan?

A scope management plan template defines the processes, tools, and responsibilities used to manage project scope from initiation through closure. In PMBOK 8, it is a subsidiary plan of the project management plan and governs how the scope statement and WBS are created, how the scope baseline is established, how changes to scope are evaluated and approved, and how deliverable acceptance will be obtained from stakeholders. The scope management plan can be formal or informal, broadly framed or highly detailed, depending on the complexity and risk profile of the project.

How to Use This Scope Management Plan Template (PMBOK 8)

  1. Complete the scope management plan before scope definition begins - The plan governs how scope will be defined; it must therefore precede the scope definition work. Starting scope definition without a plan creates an ungoverned process.
  2. Tailor the change control process to project complexity - A simple internal project may route scope changes through the project manager alone. A complex multi-stakeholder project may require a formal change control board. Define the right level of governance for the project's risk profile.
  3. Define the acceptance process before execution begins - Agreement on how deliverables will be accepted is harder to reach under deadline pressure. Establish acceptance criteria and the sign-off process before any deliverable work starts.
  4. Link the scope plan to the WBS coding structure - The WBS provides the organizational framework for scope control. Ensure the scope management plan references the WBS level at which changes will be evaluated and budgeted.
  5. Review the plan at major phase transitions - The scope management approach appropriate for the planning phase may need to be adapted for execution or close. Review and update the plan at phase gates.
  6. Communicate the scope change process to all stakeholders early - Stakeholders who do not understand the change control process tend to bypass it. Explain the process at project kick-off and reinforce it the first time a change request is submitted.

When to Create This Document (PMBOK 8)

The scope management plan is created during the Plan Scope Management process in the planning focus area, before scope definition, WBS development, or requirements elicitation begins. In PMBOK 8, it is one of the first planning artifacts produced, as it establishes the governance framework that all subsequent scope work will follow. It is reviewed and updated as needed when major scope changes alter the approach or when the project transitions between phases.
